The Objective of this study was to develop a systematic and integrated national strategy for tobacco control based on empirical data. Tobacco control policies in Korea as well as in WHO were examined, and effective smoking prevention programs including mass media campaigns, and school and community based interventions were reviewed. The survey was conducted to investigate responses to various tobacco control strategies.
In order to develop a national strategy for tobacco control, both survey and literature review were performed. The self-administered questionnaire was completed by 1,386 subjects including 547 high school students, 529 college students, and 310 adults from March 1 to April 30, 2000. The important surveyed items concern regulating tobacco use by raising the real price of tobacco, a total ban on all forms of advertising prohibition of tobacco sale to a person under age, and banning smoking in the enclosed anti-smoking buildings. The tobacco related documents and literatures were reviewed to analyze the current tobacco control policies and effective smoking prevention programs including school, community, and mass media interventions. Also, Internet Web Sites related to tobacco were searched and examined for the feasibility of obtaining useful health related information. On the basis of WHO guidelines and a national tobacco strategy was proposed, the empirical data which was reviewed and collected in this study.
The current smoking rates among high school students during last one month were 48.8% in boys and 23.6% in girls. For adults, 10.5% of females and 73.1% of males surveyed indicated they were current smokers. 44.2% of respondents reported a price increase of tobacco would have no effect on their tobacco use, while 38.7% reported that their tobacco use would be reduced if the price of tobacco goes up more than 100% compared to current price. 57.5% of those who work in anti-smoking buildings reported reduction in their smoking as a result of the ban. On the basis of the survey data and analysis of current situations, the following actions are recommended in order to control tobacco use in our society; first, expansion of continuing education for smoking prevention, second, development, intervention, and evaluation of cessation programs by subjects, third, control for passive smoking, fourth, reducing availability of tobacco, and fifth, promotion of anti-smoking campaigns.
